How to Apply

1. Read the complete advertisement published on the OPSC website before filling the online application form.
2. Apply online only through the official OPSC website; applications submitted through any other mode will be rejected outright.
3. Upload self-attested scanned copies of all the required documents and certificates.
4. Fill the system-driven online application form carefully, as the edit option is limited and no changes are possible once the form is confirmed.
5. Upload a scanned passport-size photograph, a scanned image of your full signature, and a scanned image of your Left Hand Thumb Impression (LTI) so that all are clearly visible.
6. Keep at least four copies of the same passport-size photograph used in the application for future use.
7. On successful submission, a Permanent Public Service Account Number (PPSAN) is generated for the candidate.
8. Take a printout of the finally submitted Registration and Application forms, sign the declaration, and keep it ready along with copies of required documents for future submission to OPSC.
9. Submit the application well before the closing date to avoid last-minute technical issues.
10. Download the Certificate of Admission from the OPSC website before the exam date and carry it to the examination centre.

Selection Process

• Written Examination (Objective Type) - 800 Marks (Paper-I: 400 Marks, Paper-II: 400 Marks)
• Interview / Viva Voce Test - 100 Marks
• Final merit is prepared on the combined marks of the Written Examination and the Interview.

Pay Scale

Sub-Category Reservation (within total vacancies)

Ex-Servicemen and PwD candidates are adjusted against the SC/ST category to which they belong; there is no exchange of reservation between SC and ST categories. Vacancies are subject to change by the Government without notice.

Written Examination Pattern

Each question carries 2 marks. There is no negative marking for wrong answers. Qualifying marks for each paper are fixed by the Commission for all categories. Candidates clearing the qualifying marks are called for the Viva Voce Test at about two times the advertised vacancies per category/sub-category, subject to a minimum of 5.

Exam Date and Centre

The Written Examination will be held on 26-09-2026 (Saturday) at Cuttack (Kataka). It may also be held at Bhubaneswar depending on the number of candidates from the respective zones. Candidates must indicate their preferred Examination Zone in the online application form. The detailed schedule and centre will be notified separately by OPSC.

Other Eligibility Conditions

• The candidate must be a citizen of India.
• The candidate must be able to read, write and speak Odia, satisfied through Middle School/Matriculation/Class-VII Odia examination records or a Middle English School Standard Odia test conducted by the School and Mass Education Department.
• A candidate with more than one living spouse is not eligible unless exempted by the State Government for good and sufficient reasons.
• Government servants (temporary or permanent) may apply if within the prescribed age and qualification, provided they inform their Head of Office in writing and obtain a No Objection Certificate.
• Candidates debarred by OPSC, another State PSC, or UPSC from appearing in any examination/Viva Voce Test are not eligible for the debarred period.
• Eligibility for qualification and age is determined as on the closing date of the online application.
• The candidate must be of sound mental condition and bodily health, free from any physical defect likely to interfere with the discharge of duties, subject to medical examination.

Documents Required

• H.S.C. or equivalent certificate (in support of age)
• Intermediate/+2 Examination Certificate
• B.F.Sc. Degree Certificate from a recognized University
• Mark-lists for all examinations from H.S.C. to B.F.Sc., including fail marks if any
• Fishery Registration Certificate
• Required Odia Test Pass Certificate
• Caste Certificate by birth in support of SC/ST claim, whichever applicable
• Four recent passport-size photographs (unsigned and unattested)
• Release Certificate for Ex-Servicemen (as per Orissa Ex-Servicemen Rules, 1985) with an affidavit of no post-retirement civil appointment
• Permanent Disability Certificate (40% or more) for PwD candidates, issued by the concerned Medical Board
• Proof of identity (Aadhaar/EPIC/Driving Licence/Passport/PAN Card)

Candidates awarded only grade marks must submit a conversion certificate showing the equivalent percentage; women SC/ST candidates must submit caste certificates by birth (not by marriage). All documents must be issued on or before the date of online application submission and uploaded on the e-Chayan portal.

Important Instructions

• Incomplete online applications are liable to rejection without further correspondence.
• Admission to the Written Examination/Viva Voce Test is provisional; candidature can be rejected at any stage if eligibility is not met, and the Commission's decision is final.
• SC/ST concessions are admissible only to candidates who are Scheduled Caste/Scheduled Tribe by birth and belong to Odisha.
• The category/caste status declared in the online application is treated as final and cannot be changed later.
• This advertisement does not bind the Government to make an appointment; mere inclusion in a list confers no right to appointment.
• Any misrepresentation or suppression of facts will lead to cancellation of candidature or a penalty decided by the Commission.
• Candidates submitting forged or manipulated documents will be debarred from OPSC examinations for 3 years.
• Complaints regarding the conduct of the examination must be sent to the Commission's Grievance Wing within 7 days of the examination.

Grounds for Rejection of Application

• Incomplete online application form
• Non-submission of the hard copy of the online application at the time of document verification
• Age not within the prescribed limit (no over-age relaxation for PwD candidates with less than 40% disability)
• Declaration in the hard copy of the application not signed with full signature
• Required educational qualification not held
• Copies of required certificates/documents not furnished
• Odia Test pass evidence not furnished
• Wrong or false information about qualification, age, Odia Test pass evidence, or category status
• Suppression of facts or information relevant to eligibility
• Any other ground as decided by the Commission
