PwBD Reservation Applicability
As per Ministry of Social Justice and Empowerment/CIL HQ guidelines, the Mining Sirdar post does not fall under the identified list of positions for PwBD candidates, so PwBD reservation does not apply to it. Reservation Policy
- Reservation for SC/ST/OBC(NCL)/EWS/PwBD/ESM follows applicable Government of India Acts, rules, and guidelines in force at the time of finalization of results.
- SC/ST/OBC(NCL) candidates selected purely on merit (without relaxed standards) are adjusted against Unreserved vacancies, not reserved ones; those selected using relaxed standards are counted against reserved vacancies.
- ESM/PwBD reservation is horizontal: General category ESM/PwBD are adjusted against UR, OBC-NCL category ESM/PwBD against OBC-NCL vacancies, and SC/ST category ESM/PwBD against SC/ST vacancies.
- OBC(NCL) candidates must upload a valid Non-Creamy Layer caste certificate and self-declaration confirming they do not fall in the Creamy Layer as on the cut-off date.
- EWS candidates must submit a valid Income & Asset Certificate based on gross annual income for Financial Year 2025-26, as per DoPT OM No. 36039/1/2019-Estt(Res) dated 31.01.2019.
- Only persons with not less than 40% benchmark disability are eligible for PwBD relaxation/reservation; the original disability certificate must be submitted at document verification.
- PwBD candidates may opt for a Scribe facility as per applicable GoI provisions and must submit a Scribe certificate in the prescribed proforma at the time of reporting for the CBT.
- Ex-Servicemen who have already secured regular Group C/D Government employment after availing ESM reservation benefits are not eligible for ESM reservation and fee concession again, except under specific self-declaration conditions per DOP&T OM No. 36034/1/2014-Estt.(Res) dated 14.08.2014.
Important Instructions
- A candidate may apply for only one of the two posts; applying for both will lead to cancellation of candidature.
- Test cities are chosen by the candidate at the time of application and cannot be changed later; WCL reserves the right to allocate or change test cities.
- No relaxation in the minimum qualification and eligibility criteria is admissible for any category of candidate.
- Qualifications acquired through distance learning/part-time mode are not considered.
- If a valid caste/category certificate is not uploaded, the candidate will be considered as UR; no request for change of category is allowed later.
- Certificates will be verified from the issuing authority; candidature will be cancelled if any certificate is found unsatisfactory or not genuine at any stage.
- Candidates must maintain an active email ID and mobile number valid for at least the next one year; admit cards are issued only through the official website/recruitment portal.
- Candidates employed in Government/Semi-Government/PSU/Autonomous Bodies must produce a No Objection Certificate at document verification and a relieving order at the time of joining, if selected.
- Selected candidates can be posted at any UG or OC mine of any WCL area and are liable to transfer during their service.
- Appointment is subject to the candidate being found fit in the Initial Medical Examination as per Company standards.
- No TA/DA will be paid for the CBT, document verification, or joining.
- The Court of Jurisdiction for any dispute is the Hon'ble High Court of Bombay - Nagpur Bench.
- Using unfair means, impersonation, or misbehaviour during the CBT will lead to disqualification, possible debarment from future WCL selection processes, and criminal prosecution.
